This is old feminist bullshit. Or a comfortable excuse for female cheapskates.
Women seldom ask a man first, they usually wait for the man to initiate and, at best, send some subtle "signals" of their interest. So most of the times the onus of inviting falls on the man.
Hence assuming "The one inviting is the one paying" is like saying “The taller one is paying”, i.e. "The man is paying". And that is sexist = assumption of behavior based on gender roles.
While I agree that, if one insists, it's just polite to let him pay, assuming the man has to pay is sexist and discriminating.
The funny thing is, most women who think that way also believe they are "for equality". Yeah, sure, and pigs can fly. ;-)
