Mostly, it's because most women don't want those jobs.
In my 60 years, I can't remember a woman who was able to change a flat tire in her car. Women programmer? Maybe 2 or 3.
Among the many female friends I had, practically none was interested in learning some tips about tech (that it could have helped them): tech literally bored them out of their mind. They gladly left those stuff to men.
Are there exceptions? Of course, but it's a tiny minority.
