That's true, but it doesn't mean that's the main source of the issue.

In a society where women are covered and segregated (think extreme Muslim cultures), do you think young men feel less desire and frustration? Nope, they feel it even more; because in that situation some sexual satisfaction is even more unattainable.

One cannot understand - not to mention solve - this issue until s/he acknowledges that males are biologically programmed to want to mate often, or with lots of females. And when this instinct is strongly limited or suppressed, bad things likely ensue.
